If I have the email delivery properly configured, and the Sandbox enabled, should an email notification with the download link be sent to the Sandbox buyer email address after a purchase is completed?

Yes, that's correct. If the order process worked, the system will try to send email. If you don't receive any, please disable file attachment for test purposes and try again.

In the Sandbox notifications area I have received Paypal's notifications that the purchase was completed, but not the download email that Quicksell should generate.

Are the orders visible in quicksell control panel?
