How are you testing? It's recommend to test live with sandbox off and price of 0.01 as PayPal sandbox is having problems due to PayPal changing the developer center.

I am live testing.

Is there any possibility with issues with .htaccess or php.ini on my side?

No.

There was a message about .htaccess when I installed the component initially, but I didn't catch it unfortunately so am not sure what it said.

In the component control panel itself there are no warnings.

It's taken me back to my website, but the redirect loop is still happening.

The message:

"Your order is not confirmed yet, this page will refresh in 5 seconds! Please do not navigate away from the page until we receive your order confirmation."

Doesn't go away.
