Both are important yes actually, of course many pages require more time to encrypt.

The main thing needed is fast cpu for the process. Most shared hosting providers will throttle the CPU usage per user. That's why we started a hosting service at motov.net for such cases. I think CPU is more important as memory is not used that much.
