Yes, it can be achieved. What can be done is: After payment via PayPal / purchase via deposit, you can modify the thank you page to show up as a video player instead of download link.
Can you tell me how to do this?

Go to components/com_quicksell/views/thankyou

There is a file called default.php, you can modify it to show a video player like videojs for example, instead of a download url. Basically the download url is the source file for the video player. This way once the customer watched the video x amount of times, he needs to pay again.

You can embed any player of your choice there.

As for Videojs player, If I disable Javascript, right clicking will allow me to save the video. I don't want that. Please help.

Well right now I think videojs is the best/easiest way to do it. Also there is no solution to the videos being downloaded problem, youtube has it, capturing the screen is also possible with a few clicks, so you can't really prevent piracy at 100%.

Long story short: I recommend Videojs, give it a shot. You might consider setting download limit to 1 in order to prevent link sharing after video has been played once, but I do not recommend it.
